Ugh, that’s so annoying! I hate when tech just decides not to work.
My first thought is always the super simple stuff, lol. Like, is your internet connection okay? Sometimes my WiFi is just being slow and switching to data fixes everything. Have you tried just closing the app and reopening it? Or even restarting your phone? That fixes like 99% of my phone problems. 
Also, make sure your Instagram app is updated! Sometimes when I forget to update, weird things start happening.
I don’t think you need a certain number of followers to go Live, but maybe if the account is brand new there’s like, a waiting period? I’m not totally sure on that one.
Speaking of Instagram features, a friend of mine just told me about this amazing tool called DFViewer.
