  5. From there, tap Account ownership and control.

  7. It’ll ask you to choose the account, and then you just have to make sure you pick the PERMANENT delete option, not the “deactivate” one.

I heard they give you like 30 days to change your mind, so if you log back in during that time it cancels the deletion.

Btw, before you totally go offline, if there are any stories or highlights from your friends you wanna save, you can’t really do that in the app. I’ve been using DFViewer for that.
