Have you checked Instagram’s “Recently Deleted” folder? I think they added it a while ago. You just go to your profile > Settings > Account > Recently Deleted. Usually, your posts and stories hang out there for 30 days before they’re gone forever. It’s saved me a couple of times!
About those third-party viewers, I don’t think they can see a post after it’s been deleted. My guess is that if it’s gone from Instagram’s servers, it’s gone for those apps too.
